Shopping for backflow testing software is odd, because half the apps on the list aren't really yours to pick. Your water supplier picks them. If the city signed up with BSI Online or FAST, every report you test there gets filed through it, and no amount of shopping changes that.
So the real question for a tester isn't "which app?" It's "which app runs my business, next to whatever the city makes me file in?" That's the call this guide helps you make.
We make Clevra, so it's listed first. We'll also say where each of the others does a better job, because some of them do.
Prices were checked on each company's own site or published city notices on October 20, 2026.
Business software is what you pick. It books the test, holds the customer and their assemblies, builds the report the customer sees, bills them and reminds them next year. Clevra, CrewOS and Syncta are here, and BackflowFiled does a slice of it.
Filing systems are what your water supplier picks. They hold the utility's list of devices, check your licence and gauge calibration, and take your test report as the official record. BSI Online and FAST are here. Syncta also runs a purveyor side.
If you test in more than one city, expect one business app and two or three filing logins. That's normal. The goal is to keep the double entry small and the invoicing in one place.
Clevra is one web app that takes a test from the customer's request to the paid invoice, with a Technician app for the field (iOS, in beta on TestFlight). It's built for 1 to 15 people, so it fits a solo tester with a van full of gauges and a plumbing company with three testers on irrigation routes in April.
The test report. Build your backflow test form once with Clevra's checklists: number fields for each check in psid, the relief valve opening point, pass or fail, assembly type, make, size and serial, the test kit's calibration date, photos and a signature. Fill it at the assembly, and Clevra turns it into a PDF the customer gets by email and sees in their portal. Need a different layout for each water supplier? Build one form each. Checklists are on Pro and up.

The repair. The relief valve won't open. Price the rebuild kit and the retest, send the estimate, and the property manager approves it online. When it's approved, it becomes the job.
The money. Generate Invoice on the job, add a second assembly or the city's filing fee as a line, and the customer pays by card from the link. Cash and cheques get recorded by hand.
Next year. Book next year's test on its due date before you close this one. Clevra emails the customer the day before, and texts on Pro and up.
AI today. On Pro and up, the AI Business Assistant answers questions from your own data, like "Which irrigation clients haven't paid for spring tests?" The Clevra MCP server connects your account to Claude or ChatGPT.
AI on the phone and the report. The AI Receptionist answers the phone while you're in a meter box and drops the request in your inbox. AI-written inspection reports draft the report from your readings and photos, ready to read over and send.
Pricing. Flat per company, unlimited clients on every plan (compare plans):
Where Clevra falls short. It doesn't file into BSI, FAST, Syncta or any utility portal, so you'll enter the test there as well. There's no separate register of assemblies yet; details go in the job notes. Invoices and card payments are in US dollars only, which matters for Canadian testers. There's no Android app.
See how Clevra is set up for backflow testers on the backflow testing page.
CrewOS is a field service app from Nova Scotia with a sharp, specific backflow page. You build your own test report, record readings per check and the relief valve opening, and you can require a current tester certification before anyone clocks in. Like Clevra, it doesn't file with the water authority.
Pricing is in US dollars: Free covers 3 clients, Starter is $49 a month for 20 clients, Pro is $99 a month for 100 clients, and Enterprise is custom. Invoicing and the AI assistant are listed on Pro. That client cap is the thing to check: a tester with 300 annual customers lands on Enterprise.
CrewOS wins on Canadian dollars, a CAD QuickBooks sync, route optimization and a public booking page. See Clevra vs CrewOS.
Syncta is built for backflow testing companies, and some water purveyors take reports through its portal. Its help centre lists electronic submissions, mobile access, invoicing, routing, a customer portal, work orders and bulk notices on every plan.
Pricing is per test or per tester: a $25 monthly minimum with 5 tests free and $4.95 a test after that, or $99 a tester a month billed yearly, or $549 a month for unlimited testers. There's a 30-day trial on the per-test plan.
If your purveyors take reports through Syncta, it saves you the double entry the other business apps can't. At $99 a tester, a three-tester company pays about $297 a month, against $49 for Clevra Pro.
BackflowFiled is a small service from Victoria, BC, and it does two things. It emails last year's clients when their test is due, in your firm's name, with a link that books you. And it fills the authority's own report form from a photo of yours, sending it to the city in Burnaby and Nanaimo on your approval.
You pay C$15 per retest booked through a reminder, capped at C$99 a month, and C$7 a filed report after the first free one. It keeps a free directory of report rules for 71 BC authorities, which is handy even if you never pay it a cent.
It isn't a full app: we didn't find scheduling, invoicing or payments on its site. A BC tester could run Clevra and BackflowFiled side by side. See Clevra vs BackflowFiled.
BSI Online is run by Backflow Solutions, Inc. for water purveyors across the US and Canada. When your city contracts BSI, testers file every annual test there, using the customer's confirmation number, and pay a filing fee per report. City notices list $14.95 in Broomfield, CO, $15.95 in Salisbury, NC, $35.95 in Plantation, FL and $20 to $21 in the City of Vancouver.
BSI checks your licence and gauge calibration, computes pass or fail and emails the last tester of record when a device comes due. It doesn't book, bill or report to the customer for you.
You don't replace BSI. You run your business somewhere else and file in BSI. See Clevra vs BSI Online.
FAST is cross connection control software from MTS Inc. in Vernon, BC. Utilities run their program in FAST Manager, and testers file through FAST Tester on a phone or tablet. Assembly details come pre-filled, pass or fail is worked out, and you get an email when the report is accepted.
Utilities that use FAST list a tester fee of about $50 a year. Some charge extra for paper or emailed reports; the Regional District of North Okanagan lists $22 a report. Like BSI, it's the filing route, not your business app. See Clevra vs FAST BFP.
No business app on this list files straight into BSI or FAST. Syncta comes closest, and only where the purveyor uses Syncta's portal. So you'll usually type the readings twice: once into your own report for the customer, once into the city's system.
You can keep that small:
Backflow testing software runs the work of testing backflow prevention assemblies. Business apps book tests, record readings, make the customer's report and handle invoices. Filing systems, chosen by water utilities, take the official test report and track each device.
Only where your water supplier contracts BSI. In those cities, every annual test report goes through BSI Online with a filing fee the city sets. Elsewhere, you file the way that supplier asks.
Clevra has a free plan for one user with unlimited clients, estimates, jobs, invoices and card payments. Its backflow test report forms start on Pro at $49 a month. CrewOS's free plan covers 3 clients.
No app on this list does. BSI and FAST take reports only for their own utilities, and Syncta only where purveyors use its portal. Expect a filing login for each system your cities use.
No. Clevra makes the PDF report for the customer, and you submit the test the way each water supplier asks, including through BSI Online or FAST Tester.
Yes, with one limit: Clevra invoices and takes card payments in US dollars today. Tax settings handle GST, HST and PST.
Run one backflow test start to finish: book it, fill the report at the assembly, send the PDF and the invoice, and book next year. The Free plan has no end date, and Pro or Business are free for 14 days, no card.

You run a crew, not a tech company. Clevra handles the office stuff so you can stay on the tools.
